Thailand is one of ASEAN's fastest-growing FinTech markets, with a huge and expanding mobile banking base, a market forecasted to nearly quadruple to USD 5.91 billion by 2034, and regulator-led infrastructure already extending into QR payments, digital banking, SME finance and digital assets.

The questions we are putting on the table are central to the priorities of the Thai FinTech ecosystem and will be discussed alongside the IMF – World Bank Annual meetings held in Thailand this year. They will contribute to the Bangkok Blueprint and the Safe and Inclusive Digital Finance Agenda championed by the Bank of Thailand. The actionable intelligence from these sessions will feed directly into Thailand’s local agenda and priorities as well as other convenings and initiatives across ASEAN and globally in which Thailand is an active partner.

This exclusive, invitation-only gathering, held under the Chatham House Rule, is designed for candid, collaborative, peer-to-peer dialogue.

Roundtable 1: Combating Fraud and Scams in an Increasingly Connected Payments Ecosystem

As payment systems interconnect through real-time rails, open banking, and cross-border QR linkages, fraud and scam networks are moving through the gaps between institutions and borders faster than banks and regulators can share the data to catch them. New national responses are emerging to close the gap, but few have been tested outside the domestic market. How do these approaches hold up across regions with different payment infrastructure and regulatory maturity, and what does it take to make it stick over the next 1-2 years?

The roundtable brings regulators and industry leaders together to examine where liability sits when a scam crosses networks or borders, what's blocking faster detection and what a coordinated response looks like.

Roundtable 2: AI Governance for Safe and Inclusive Financial Services

AI is now embedded across financial institutions from chatbots to now autonomous agents. It has the potential to fuel inclusive financial services or create new risks that will undo much of the progress we have seen. The stakes are high but governance frameworks have not kept pace, and the region lacks a shared understanding of where the real challenges lie.

This roundtable convenes senior bank and regulator leaders to establish a baseline: across the full range of AI deployed in financial services, where are the governance gaps most acute? Which challenges are shared across ASEAN and which are rooted in local law and market context? And, of those, which warrant deeper industry attention first?

Roundtable 3: Cross Border Payments, The Models That Will Deliver Scale

Domestic instant payment systems already work. A handful of countries have linked theirs bilaterally, cutting cross-border transfers from days to seconds. However, each link is its own negotiation and the multilateral alternatives built to connect everyone through one integration are still years from going live. Often, the real blocker isn't the rail but the mismatch in data and KYC requirements between jurisdictions.

This roundtable brings leaders together to take a deeper look at what it takes to move from multiple bilateral linkages to what actually scales.
