Kheng Chun Lee

Kheng Chun Lee is the Founder and CEO of Clearspring Insights, a strategic advisory firm working at the intersection of artificial intelligence, payments, and financial regulation. He also serves as Program Leader, Digital Assets, at Toronto Centre and as an Industry Fellow at the Global Fintech Institute (GFI), where he contributes to responsible fintech practices and mentors the next generation of fintech leaders.

Kheng Chun brings more than 25 years of experience across central banking, financial markets, and strategic advisory. During his 15 years at the Monetary Authority of Singapore, he supervised and inspected banks, contributed to the development of Singapore’s core payment systems, including MEPS+ and FAST, and represented Singapore in international forums shaping financial infrastructure standards. He also managed Singapore’s official foreign reserves while based in New York during the Global Financial Crisis.

More recently, he led the Strategic Advisory practice at NETS Solutions, advising central banks and payment operators on modernisation and emerging technology. Through Clearspring Insights, he now advises policymakers and financial institutions on AI governance and adoption, regulatory compliance, operational resilience, digital assets, and financial-system modernisation.
