Wiring the Indo-Pacific: Western Australia’s Green, Trusted Digital Infrastructure for the AI Economy

Western Australia holds a rare combination of assets for the emerging AI infrastructure economy: renewable energy resources well-suited to compute (complementary solar and wind profiles in the Mid-West), direct subsea cable connections to Singapore, Jakarta, the Middle East and Europe, a stable regulatory environment, and an industrial and research base generating genuine local demand. The state is also already home to the technology itself — a locally-built immersion cooling system that cuts water use by 25%, halves power costs, and can stand up a 50-megawatt facility in six months using shipping containers rather than conventional construction.

 

The report also sets out what responsible development looks like in practice. It argues that green compute must go beyond renewable power alone to account for water use, grid impact, workforce and community benefit, and outlines two infrastructure models — large hyperscale precincts and modular, containerised compute nodes — that can be developed in parallel. It highlights a distinctive opportunity in Western Australia, where a Traditional Owner-led land estate already brings together renewable energy potential, a significant water allocation and proximity to grid infrastructure, alongside the workforce planning and government coordination needed to bring these projects to life.

 

The report concludes that Western Australia's window to establish itself in this space is real but there's a time limit.
